Een AI-model voor algemene doeleinden dat systeemrisico vormt — aangewezen op basis van een cumulatieve rekendrempel van meer dan 10²⁵ FLOPs voor training, of aangewezen door het AI-bureau na beoordeling per geval op basis van capaciteiten. Onderworpen aan versterkte verplichtingen, waaronder tegenstandstesten, incidentmelding en cyberbeveiligingsmaatregelen.
